Hungarians Below the Tatra Mountains

(1998 January)

4th - The latest report of Freedom House classified Slovakia as a partially free country, which was accepted with dissatisfaction by the Slovak leaders, who stressed that different standards have been applied for Slovakia in comparison to other countries.

8th - The Constitutional Court passed upon a new verdict of a political character, confirming the fact that the majority government coalition infringes knowingly the Slovak Constitution and the prevailing law. The Court pronounced that the government coalition violated the electoral law.

- the OSCE, the EU and the CE called upon the Slovak Government by a letter urging it to pass the bill on the protection of minority languages. The three institutions declined the memorandum of the Slovak Government. The passing of the law on language rights of minorities is henceforward a condition of the EU membership.

9th - The Council of the Hungarian Coalition decided on the establishment of 18 expert committees the task of which is to elaborate the joint, detailed election program. The Council approved of the statutes of the Party of Hungarian Coalition - earlier being referred to as an election party - and decided that the experts should elaborate the two further alternatives for being successful in the elections (the establishment of a united party, the presentation of the canidates of the three parties on the list of one of them), should the case occur that due to the new electoral law the Hungarian Coalition might not take part in the elections.

14th - The Central Co-ordination Council has sent - via the Union of Hungarian Pedagogues in Slovakia - the formula of the terminal school-report to the districts advising that the pedagogues undertake to fill in the forms so that the parents get - in compliance with their constitutional right - information in mother tongue on the mid-year proficiency of their children.

15th - According to the leaders of the Hungarian Coalition the Hungarians of Slovakia may be represented in the joint commission supervising the provisions related to minorities of the Slovak-Hungarian Basic Treaty only by persons enjoying full confidence of the elected representatives of the Hungarians.

- The Government decided on its emergency meeting that the parliamentary elections should take place on September 25/26, the municipal elections on November 13/14.

17th - On the second new-year meeting of the Forum of Hungarian Intellectuals of Slovakia papers were read on the situation of the non-classical intelligentsia, on the worries of the public education, on close-to-border regions, on questions of assimilation.

20th - Bálint Magyar, the Minister of Education of Hungary criticized the situation of the Hungarian public education and culture in Slovakia during the formal opening of the Hungarian House in Bratislava. He stressed that since the signature of the Basic Treaty the situation of the Hungarian minority in Slovakia is constantly deteriorating. The Slovak Ministers of Culture and Education have not made their appearance though they were invited to the ceremony. -

The Minister of Education announced that the school reports in Hungarian schools would be henceforward in Slovak.

22nd - The meeting of the Hungarian and Slovak Minister of Foreign Affairs was held in Budapest. The negotiating parties did not reach an agreement in the mechanisms of the evaluation of the Basic Treaty. The Slovak Ministry wishes to nominate persons to the joint commission supervising the provisions related to minorities of the Slovak-Hungarian Basic Treaty which do not enjoy the confidence of the elected parliamentary representatives of the Hungarians in Slovakia. The Slovak Minister of Foreign Affairs admitted: it was the most important criterium for the selection of the suitable person that he/she should not represent the Hungarian Coalition.

23rd - 11 Central-European heads of state held an appointment in Levoèa and exchanged views on the civic society. Václav Havel, taking part in the Summit met the leaders of the Hungarian Coalition - Miklós Duray, Béla Bugár and László Gyurovszky.

26th - The Hungarian Coalition agreed upon the registration of the election party called Party of the Hungarian Coalition. The Hungarian Coalition is forced to call a new subject into being and to search for other possible solutions by the planned amendment of the electoral law.

27th - Miklós Duray declared that the establishment of an election party is an unfortunate solving, it leads to a deadlock, the only non-assailable choice (from political and legal standpoint) is the fusion of the three Hungarian parties.

- The Minister of Culture submitted a note of protest against the statements of Bálint Magyar and lodged a complaint with the EU and OSCE, too.

28th - A five-member petition committee started a country-wide campaign with the aim to contribute to the birth of the law on minority language use by means of a petition. In order to put the bill on the agenda in the parliament 100 000 signatures are needed.

30th - The terminal school-reports have been handed out, the reports were again unilingual (Slovak) in Hungarian schools. The children got the Hungarian reportcards - advised by the Co-ordination Council - in many schools.
